Mayor of Turin from 1946 to 1948, he was member of the PCI, for which he was also Secretary for Foreign Affairs with Parri and De Gasperi. In 1948 he was elected senator. He was one of the most eminent figures of the anti-fascism, for which he was sentenced to more than twelve years in prison.
