This is a very different capital city. It is hard to notice anybody rushing. Seems like the landscape itself does not allow it by gently moving up and down.
Norway is practical. There is no particular impressive architectural mark. But expect the most unexpected messages of art and stories. Visit the hills around the ski jumping area or Frogner park to get the point. You are who you are. That's life. No hiding behind the mask.
Of course it is a cold city. Even on a sunny day at 10 degrees celsius the wind from the sea will separate strangers from locals. Because they eat ice cream on such days. And I ware a scarf. Yes, they have kind of strange habbits for strangers to understand. :) But cool and awesome they are.
